The Oil and Gas Regulatory Authority (OGRA) has increased regasified liquefied natural gas (RLNG) prices by up to 15.27% for October 2026 for consumers of the country's two major gas utilities, Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company (SSGC).

Separately, OGRA has raised liquefied petroleum gas (LPG) prices by PKR 14.73 per kilogram for November, effective November 1, according to separate regulatory notifications.

RLNG prices increase for SNGPL and SSGC consumers

Under the revised RLNG rates, SNGPL's transmission-stage price increased by 13.89% to USD 15.9357 per million British thermal units (MMBtu), compared with USD 13.9927 in September.

Its distribution-stage price rose by 14.01% to USD 17.3259 per MMBtu from USD 15.1963.

For SSGC, the transmission-stage price increased by 15.25% to USD 14.5339 per MMBtu, against USD 12.6112 in September.

The distribution-stage price for SSGC consumers rose by 15.27% to USD 16.3959 per MMBtu from USD 14.2233.

The revised RLNG rates apply retrospectively from October 1, 2026, although OGRA issued the notification on October 30.

Higher international energy prices drive RLNG increase

OGRA determined the revised RLNG prices based on two LNG cargoes imported by Pakistan State Oil (PSO) under long-term agreements with Qatar.

The average delivered price of the two cargoes stood at USD 10.75 per MMBtu in October, compared with USD 10.06 in September.

Pakistan LNG Limited did not procure any spot cargo during September despite several bidding rounds, as international prices remained high.

The increase follows a 20% reduction in RLNG prices in September and is expected to raise fuel costs for power generation in the coming months.

LPG price rises by PKR 14.73 per kg

Separately, OGRA has fixed the November LPG consumer price at PKR 294.07 per kilogram, up from PKR 279.34 in October.

The price of an 11.8-kg domestic LPG cylinder has increased by PKR 173.86 to PKR 3,470.09, compared with PKR 3,296.23 in the previous month.

The regulator attributed the increase to a 6.47% rise in the Saudi Aramco contract price, while the average US dollar exchange rate declined by 0.12%.

The revised LPG rates apply nationwide from November 1.

Open-market LPG prices remain significantly higher

The increase comes as households face growing concerns over LPG availability and affordability ahead of winter.

LPG is being sold for as much as PKR 630 per kilogram in some parts of the country, while company-operated franchises are charging up to PKR 400 per kilogram.

The reported open-market prices are significantly above OGRA's notified rate, adding pressure on households that depend on LPG for cooking and heating, particularly in areas without access to piped natural gas.

Supply constraints linked to the US-Iran conflict have also contributed to concerns about LPG availability in the domestic market.
