Pakistan ranks 136th globally in 2025 Corruption Perceptions Index
Pakistan ranked 136th out of 182 countries on Transparency International’s 2025 Corruption Perceptions Index, scoring 28 out of 100 as public-sector corruption remains a persistent concern.

Pakistan ranked 136th out of 182 countries and territories on Transparency International’s 2025 Corruption Perceptions Index (CPI), which measures perceived levels of corruption in the public sector.
The country recorded a score of 28 out of 100, with zero representing highly corrupt public sectors and 100 representing very clean public sectors. Pakistan’s score increased by one point from 27 in the 2024 index, when it ranked 135th among 180 countries.
The change in ranking comes as Transparency International expanded the 2025 index to 182 countries and territories. The organisation cautions that rankings can be affected by changes in the number of countries assessed and their individual performance, making scores an important part of interpreting the results.
The CPI draws on 13 independent data sources and reflects assessments by experts and businesspeople regarding public-sector corruption. It does not measure individual experiences of corruption directly.
Pakistan’s historical position on the index has varied significantly. Data provided for the 1995 to 2025 period shows its corruption ranking reached a high of 144th in 2005 and a low of 39th in 1995.
Globally, Transparency International said corruption remained widespread in 2025, with the global average score falling to 42 and 122 of the 182 countries scoring below 50. The organisation linked stronger corruption control with accountable institutions, independent oversight and greater transparency.
